NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with DZSP12 in Guam, for the services to be provided for port call at Naval Station Guam.
Sole Source Justification
Only one source is capable Naval Base Guam Contract N4019223C5300 is with DZSP and will be the vendor supporting the NOAA Ship Sette while in Guam. Due to delay of the 7600B waiting on OGC approval, this requirement is needed to ensure the vessel can berth at the Naval base. There is no other location for the vessel to berth without incurring additional cost which would require a larger contract. As the Naval Base has availability, we are required to have an IAA payment mechanism in place which was started back in February and has not been cleared.
Urgent and Compelling - Vessel requires to make port call for restock and crew change. For safety of the crew and vessel, this port call is essential in order to maintain mission schedule.
