Specifications include, but are not limited to: The contractor shall provide a Fuel Quality Laboratory Information Management System (LIMS) (hereinafter referred to as “system” and “solution”) for the Department of Agriculture (hereinafter referred to as the state agency), in accordance with the provisions and requirements stated herein, and to the sole satisfaction of the state agency. The contractor shall not be required to migrate previous data into the LIMS. The contractor must provide a Commercial Off-the-Shelf (COTS) Laboratory Information Management System (LIMS) to handle the collection, receipt, processing, and storage of information generated by the Missouri Department of Agriculture (MDA) Fuel Quality Laboratory (FQL). The state agency anticipates annually the following: 2,346 Motor Fuel ‘Official’ Inspections 6,717 Motor Fuel Samples collected by state user 454 Motor Fuel Enforcement Actions Taken 888 Motor Fuel Samples received from third-party 60,175 Lab Analysis performed on Motor Fuels 67 Lubricant ‘Official’ Inspections 161 Lubricant Samples collected by state user 16 Lubricant Enforcement Actions Taken 3 Lubricant Samples received from third-party 524 Lab Analysis performed on Lubricants 210 Purchases Performed The system must have the capability of collecting and storing data on a mobile device offline (when limited or no network connectivity is available) and then be able to be synchronized and uploaded to the LIMS when connectivity is available. The vendor should describe their capability to collect and store data on a mobile device while offline and then sync the offline data to the solution when the mobile device is back online in Exhibit B. The system must be vendor hosted, operated, and maintained. The vendor should describe the proposed hosting environment of the proposed solution in Exhibit B. The vendor must provide all services necessary for the installation, configuration, integration, implementation, operation, and maintenance of the system. The system must utilize cloud technologies. The solution should minimize customization of proprietary software. The contractor shall assume all responsibility for the maintenance of the computing platform, operating systems, network configuration, and application software. The system must provide a convenient means for the state agency business administration staff to manage configuration parameters, including testing and release to production. The vendor should respond in Exhibit B how they intend to meet the requirement.
