Specifications include, but are not limited to: Ensure required levels of grant management and access to medical services for people living with human immunodeficiency virus (HIV) (PLWH) within the Ryan White HIV/AIDS Program (RWHAP) Part A St. Louis Transitional Grant Area (TGA). The St. Louis TGA consists of Illinois counties (Clinton, Jersey, Madison, Monroe, and St. Clair) and Missouri counties (St. Louis City, St. Louis County, Lincoln, Warren, Franklin, Jefferson). These services include: a. Fiscal management services on behalf of Recipient; b. Procurement, contracting, and monitoring services for Oral Health, Mental Health, and Ambulatory Care; and c. Administrative services/activities associated with grant management, including planning, reporting, etc. Fiscal Management Services include: a. Make all reasonable efforts in determining program requirements for Part A funds or other public or private reimbursement programs for which a client may be eligible. Ensure Page 4 of 10 subrecipients are also making these efforts. b. Prepare and distribute payment for Part A dental, ambulatory care, and mental health benefits rendered to eligible clients. Monitor charges from providers for any under- or overpayments, and ensure any overpaid funds are returned to DOH prior to end of the grant year. c. Collaborate with and provide information, expertise, and support to Recipient, Planning Council, and other advisory bodies as requested by Recipient to facilitate the identification, assessment, and prioritization of client and service delivery needs; strategic planning; determination of program eligibility standards and operating procedures; and evaluation of program effectiveness. d. Review the qualifications of subcontractor or subrecipient employees performing program services prior to permitting them to perform program services hereunder to determine that they are qualified to perform the services, have not been excluded from any federal health care program, and will use commercially reasonable efforts to monitor and facilitate their continued qualification to perform the program services.
