Specifications include, but are not limited to: a. Bidder’s system must allow for customizable transcription to meet specific needs of captioning. This includes but is not limited to how speakers are identified, how many characters per caption line is displayed as well as the number of lines per frame. Bidder’s system must also allow users to manipulate the transcripts if errors are found. These changes must be reflected in the final downloadable caption file. Transcripts must be included. b. The bidder’s system must have a variety of delivery timeframe options available to ensure flexibility and cost effective management of caption requests. Estimated timeframe for delivery should be provided upon request of service. c. The bidder’s system must provide a tool or an option to manually change frame rate settings of the captioning files to reflect any timing issues that may occur due to conflicting frame rate settings of that of the original media and that of the uploaded media for captioning. d. The bidder’s system must provide a way to track usage of service. This will be used for both billing verifications and future projection of caption needs. e. Easy process of submitting videos to the contractor’s website. f. Easy process to download caption file and upload to ARC/Studio in Canvas. g. Ability to caption videos in foreign language(s). h. Ability to provide audio descriptions for videos. i. Bidders should have a system that allows for automatic computer generated captioning. Bidders must explain what content accuracy their system reaches in the space provided on the pricing page. j. Quality Assurance: It is the District’s expectation that if any work and/or service resulting in the awarded contract does not meet the standards in timing and content the vendor shall offer a re-work of the file free of charge. It is crucial the vendor ensures timely support and a variety of different means of getting assistance. k. During the life of the agreement the District may request meetings whether in person or virtual to discuss the contract. Upon request by the District, the successful awarded contractor shall provide a yearly product development plan including a description for how the contractor plans to continuously work with the District and to consider future feature requests to provide the best possible product. l. The District reserves the right to request samples from bidders for past work with customers to show the ability to meet a variety of needs. m. The District will only be responsible for paying for actual services received.
