Specifications include, but are not limited to: 2.1.1 The contractor shall: a. Operate a license office under the name of the Vendor Name identified in the signature block at the bottom of the RFP cover page. b. Manage such license office and perform all required duties for such license office relating to the collection of motor vehicle and marine sales and use taxes, processing of related title transactions, and the sale of motor vehicle and marine registrations and driver licenses (including commercial driver licenses, nondriver licenses, permits, etc.) under the provisions of Missouri law, including, but not limited to section 136.055, RSMo, and chapters 32, 115, 144, 301, 302, 303, 306, 307, 643, and 700, RSMo, and Department of Revenue policies and procedures. 1) References to the Department of Revenue’s policies and procedures can be found throughout this document. A CD of the Department of Revenue’s policies and procedures is available by contacting the Department of Revenue at: License Offices Bureau, P.O. Box 629, Jefferson City, MO 65105. Documents on the CD may not be printed, copied, or shared with others. The contractor shall not be relieved of any responsibility for performance under the contract due to failure to obtain a copy of the Department of Revenue’s policies and procedures. 2.3.1 General License Office and Location Requirements – The license office must: a. Be located within the geographic location specified in Attachment 1; b. Be furnished and operated by the contractor c. Be clean, professional, organized, smoke-free, and adequately heated and air conditioned. With the exception of service animals, animals shall be prohibited on license office premises; d. Comply with the Americans with Disabilities Act Amendments Act of 2008 (ADAAA) and Missouri Human Rights Act, and all regulations promulgated thereunder (additional information can be found in the Code of Federal Regulations (CFR), Title 28, Parts 35 and 36); e. Have access to a restroom (public or non-public) with adequate plumbing. A public restroom within the license office facility that is ADAAA compliant is preferred; f. Be in a location that is safe and easy to find and that is not a personal residence; g. Be owned, leased, or rented by the contractor; h. Provide access for delivery of inventory by a semi-tractor or trailer or other large truck
