Specifications include, but are not limited to: Saint Louis County is requesting the services of a qualified catastrophe clean up and restoration service company on an as needed basis to service County owned and leased buildings that are damaged by a catastrophe and covered by an insured peril loss. 1. Response Criteria: The successful clean up and Contractor shall maintain a twenty-four hour telephone line that is manned by individuals trained in handling emergency requests. The line will be accessible twenty-four-hours-a-day, seven-days a week, and 365-days a year. The Contractor will log the time in which the call was received and will notify the supervisor of the recovery team immediately. The Contractor’s supervisor shall arrive on site to assess the situation within sixty (60) minutes from the first notification by the County that cleanup and restoration services are required. 2. Incident Command: During non-business hours, a supervisor, such as a Maintenance Foreman employed by the County, will be the primary contact that the Contractor representative ‘will initially meet on site. The Maintenance Foreman will provide access to the site, provide access to power sources, and direct the Contractor to perform initial mitigation to protect building occupants, contents, and the building itself. The Director of Public Works, or his designated representative which will include the Risk Management Manager, will be the primary contact that the Contractor management will refer to in the sequencing of recovery efforts. 3. Commencement of Recovery Efforts: Regardless of the size and scope of the cleanup, the selected Contractor will have on site a sufficient number of qualified employees and equipment to perform initial clean up and restoration activities within four (4) hours of the initial notification of damage.
