Specifications include, but are not limited to: Pursuant to this RFP, the “Services” shall include, and the successful consultant shall, at a minimum (1) perform a petroleum contamination risk assessment for the Property; (2) remove, dispose, and replace an approximately 3-foot layer of soil to alleviate lead contamination on the Property; and (3) develop a remedial action plan for the Property. In a prior investigation, three soil borings and two monitoring wells were installed to delineate soil and groundwater contamination on the Property. The data in the report indicates that lead exceeds the MODNR’s Default Target Level. That exceedance occurred in the soil sample taken from a boring, at a depth of 0-3 feet below ground surface. There were no exceedances of the Tier l Residential Risk-Based Target Levels (RBTLs). The report concludes that soil and groundwater contamination on the Property has been delineated. However, petroleum and lead contamination is present in the northeast corner of the Property. More specifically, the Services shall include: Petroleum contamination, in excess of the residential RBTLs, is present in the subsurface soil in the northeast corner of the Property. Representative concentrations need to be calculated, and a Tier 1 risk assessment needs to be conducted, to determine if this contamination poses a risk to future site inhabitants. Lead is present in the surficial soil, at concentrations above the residential RBTL, in the northeast corner of the Property. Maximum concentrations, not representative, must meet the RBTLs in surficial soil samples for residential land use
