Specifications include, but are not limited to: 2.1 Service Provider shall provide the City with a mechanism for determining the states and counties from which to request criminal history records based on an applicant’s prior place(s) of residence. 2.2 Requests for record checks will be placed by designated City staff electronically. The City will not consider proposals where requesting record checks electronically is not an option. 2.3 Record check requests shall include social security traces, state criminal history, and county criminal history. Credit history, depending on position applied for, may also be requested. Although the City doesn’t currently utilize the National Criminal History Database, the option must be readily available. 2.4 If a criminal history report is requested from a state that does not release criminal history information, the Service Provider must notify the City in a timely manner so arrangements may be made to determine the appropriate county searches to be requested. If a state requires additional documentation to perform a criminal record search, the Service Provider must notify the City of this need in a timely manner. The City defines “timely manner” as follow-up within one business day. 2.5 Criminal history reports shall show, at a minimum, the following: name, county/state searched, years searched, type of records or database searched, how identity of applicant was confirmed (i.e. name, date of birth, social security number), arrest date, case number, and type of conviction, conviction date, and final disposition. 2.6 Criminal history reports shall show, at a minimum, convictions covering the last seven (7) years, however, the City desires a full history of each applicant. Reports shall include all conviction information as allowable by law only and shall not include criminal charges, arrest information or records that do not have a final disposition, closed records or completed Suspended Imposition of Sentence (SIS). Should any information other than convictions be released to the City, the City will not be responsible for any cost associated with obtaining such record. 2.7 Documentation of the results found for each search must be provided to the City, including those searches in which no convictions were found. Criminal records containing information other than convictions must be screened by the Service Provider and reported as “No Record Found”. 2.8 Service Provider shall provide assistance in the interpretation of the record(s) upon request at no additional cost to the City. 2.9 The City utilizes NEOGOV for its Applicant Tracking System. NEOGOV integration is not a requirement, however, if a Service Provider has past customer experience with organizations utilizing NEOGOV as their Applicant Tracking System and can offer any expertise and customization in their services or reporting which are relevant to NEOGOV, that would be a plus.
