Specifications include, but are not limited to: A. Animal Care Services: The successful applicant will operate the animal control shelter currently located at 2801 Clark Ave as necessary to receive, maintain, care for and provide for the appropriate disposition of all domestic animals that come within the legal animal control authority and responsibility of the City. Considerations should be made for ensuring appropriate staff to animal ratios; coordinating adoption and foster services; impounding animals brought in by Animal Control Officers or members of the community; facilitating reuniting lost and found pets with owners. B. Animal Control Support: Renting of traps; quarantining/observing impounded, biting animals; processing lab specimens for rabies; issuing rabies tags, certificates, and City licensure; assessing and keeping records for fees; maintaining animal care database; keeping records for Sunshine requests. C. Veterinary Services: Providing emergency medical attention, evaluating health and condition, administering preventative medicine. Providing spay/neuter, vaccination/booster, euthanasia/disposal of deceased animals, and microchip program and record maintenance services. Successful bidder will provide all medicines and vaccines. D. Outreach and Support Services: Organizing volunteers, raising funds, providing community outreach and education, and maintaining a website E. Other Partnerships: Developing and maintaining City community partners, regional community partners, and regional animal rescue group partners; and collaborating with state and federal agencies. F. General Capability of the Applicant: Able to include City animal care into existing mission and scope of services, management and staffing, and training and orientation, including consideration of current City of St. Louis DOH staff for employment. G. Purchasing: Providing a procurement process, soliciting and securing services, and forecasting and managing a budget.
