Operation of sheltering site(s) for 500 to 1,000 per day a. Establish and scale shelter operations in pre-existing facilities as early as December 1, 2025, which may include warehouses, manufacturing centers, churches, community centers, or other facilities used for the purposes of emergency shelter. b. Operate congregate shelter operations across multiple locations in the City; each location may serve 30-500 individuals, depending on size. c. Develop a clear strategy for serving a mixed population of primarily adults (male and/or female), families, people with disabilities, and newly unhoused individuals. d. Operate at least 16 hours a day between December 1, 2025, and April 30, 2026, and expand hours of operation to 24 hours in the case of severe, inclement weather events (incl. temperatures dropping below 32 degrees Fahrenheit, which is typically 85 days in an average winter)
