1.1.1 This IFB is being issued by the State of Missouri on behalf of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) which includes an alliance of the following states: Missouri, Nebraska, North Dakota, and South Dakota, hereafter referred to as “States”. No other States shall be added to the State alliance between the date of the response solicitation and the end of the contract. a. The federal government has required that States examine cost containment measures for infant formula in the Special Supplemental Nutrition Program for Women, Infants, and Children by implementing either a competitive procurement for infant formula rebates or other infant formula cost containment measures yielding savings equal to or greater than savings generated by a competitive procurement.
