Specifications include, but are not limited to: St. Louis County is seeking to award a single contractor to provide Warming and Cooling Shelter services for individuals and families experiencing homelessness in St. Louis County during the winter and summer months. The shelter operation dates are November 20, 2023 – March 8, 2024 (Warming Shelter) and July 1, 2024 – September 6,2024 (Cooling Shelter). The contractor must provide a shelter for both sessions, as thereis no option to submit a proposal for only one.The primary goal of this project is to prevent loss of life for individuals and familiesexperiencing homelessness during extreme weather conditions. Secondarily, the goal isto connect individuals and families to necessary services and resources. If a resident isworking toward achieving permanent housing, the contractor must assist the residentwith housing search and/or placement.8.2Functional RequirementsThe following are required:a.Secure shelter with staff on-site during the day and overnight (24/7), incompliance with the Americans with Disabilities Act.b.Individual client service plans for planning a path to permanent housing stabilityc. Case management to identify a client's specific needs and refer to theappropriate programs such as mental health, child care, employment, substanceabuse, etc.
