3.4 WORK QUALITY AND WORK TASK. All work performed by the contractor shall be conducted in a professional manner consistent with accepted and customary business standards for these services. Where not more specifically described in any of the various sections of these specifications, work shall conform to all of the methods and operations of best standards and accepted practices of the trade. 3.4.1 The contractor shall keep the premises clean generated by the work involved and shall leave the premises neat and clean. The contractor, at the contractor’s expense, shall dispose of all surplus materials, rubbish, etc. The work area shall be cleaned at the end of each workday. All materials, tools, equipment, etc. shall be removed or safely stored. The County is not responsible for theft or damage to the contractor’s property. All possible safety hazards to workers or the public shall be corrected immediately and left in a safe condition at the end of each workday. The current system comprises of 7 Network Video Recorders (NVRs) and 88 cameras connected via coaxial cable to encoders, except for cameras in the Maintenance Building and Court House elevators, which are connected with twisted pair cable. The existing system should remain working as the new system is being installed. Coordination with the IT Staff and the Marshalls will be necessary to ensure minimal down time. 3.6 NEW INSTALLATION. • The replacement system will consist of 5 NVRs, 111 cameras, and 17 client locations. • The County has attempted to specify all hardware and software needed for an operating system. If a needed component is not specified, it should be included in your proposal. 3.7 NETWORK INFRASTRUCTURE. • The existing security IDFs in the Courthouse should be relocated to the Main Distributing Frame (MDF) on the 1st floor. • Install Uninterruptible Powe Supply (UPS) systems in Maintenance Building. The UPS should be able to power the NVR and network switch for a minimum of 10 minutes. • Provide and install network POE switches in MDF and IDF locations. o POE switches should have a minimum of 120% port capacity and 120% max power requirements for all cameras assigned to each switch. 3.8 NVR & CAMERA DEPLOYMENT. • Install 111, total, new cameras across 4 facilities. • Install 5 new NVRs o 2 in Court House MDF o 1 in each of Annex, Carnegie Building, and Maintenance Building • Replace 2 existing elevator cameras in the Court House and install one new camera in the Annex elevator. o The County’s elevator maintenance company is Otis Elevators. • Plan for up to 17 simultaneous clients viewing live cameras; ensure adequate processing power. • Provide dedicated client workstations and video decoders for public view monitoring. • Provide a dedicated client workstation for: o 6x Deputy Marshalls ▪ Workstations should include keyboard, mouse, and 4k 24” monitors • Provide a video decoder for public view monitoring: o 2x Pretrial, with security style keypad and 4k 24” monitors o 2x Collector’s Office with 4k 32” monitors, mounted o 1x Clerk’s Office with 4k 32” monitor, mounted o 5x Judge’s Chambers, with security style keypad and 4k 24” monitor o 1x Security Desk, with security style keypad 4k 32” monitor, mounted • Enable access to live or recorded feeds via mobile devices for a minimum of 6 users. • All IP devices should be preaddressed to IP scheme provided by the County’s IT department prior to installation. • NVR must be dual homed.
