The Department of Social Services (DSS) MO HealthNet Division (MHD) entered into a Data Services and Business Associate Agreement (Effective 5-15-2024) with the Hospital Industry Data Institute (HIDI), a non-profit Missouri Corporation, to collaborate on ToRCH Project to design, develop, host and maintain interactive dashboards designed to facilitate ToRCH pilot participating hospitals’ abilities to succeed in the model’s stated goals. Phase I of this project was funded entirely by the Missouri Foundation for Health as a Grant therefor giving MHD the opportunity to begin the process of the interactive dashboards designed to facilitate the ToRCH pilot at No Cost to the State of Missouri, MHD. Through a one-year grant with the Missouri Foundation for Health and a Memorandum of Understanding (M00809) with MO HealthNet, HIDI developed multiple dashboards that MO HealthNet and the six hospitals have been utilizing throughout the ToRCH project. Due to this work, HIDI is uniquely positioned to continue to provide the services required to accurately assess the ToRCH project through their existing data analytics. HIDI is the sole entity in care of Missouri’s discharge data collection process. No other entity has access to the volumes of discharge data authorized to HIDI for data aggregation, enrichment and predictive modeling. Because of this, HIDI is uniquely qualified to be a sole source provider for this project.
