The Department of Revenue (DOR) requires continued maintenance and support of the TMS and related software. Contract CT210255001 is being amended to add services to upgrade the Raptor and IBML scanners of the TMS suite of products. J&B Software Inc. (J&B) is the only feasible source from which to acquire upgrade services and support services for the TMS suite of products since the TMS, associated License Software for IDR Data Entry, and IBML Collect are comprised of proprietary software developed and maintained by J&B. No other company or individual is allowed to resell the applications. Modifications or changes without the expressed written consent of J&B will void all warranty provisions and maintenance agreements. TMS is solely owned by J&B Software. J&B Software is the sole developer and distributor of this product. As a result, this represents a proprietary requirement that meets the criteria of a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
