SCOPE OF SERVICES: While there is no one-size-fits-all approach to strategic planning, the City is seeking a contractor that shall assist in our efforts in the following ways at a minimum: Data Gathering Compile existing data through community engagement in person and virtual options including surveys, town halls, focus groups, workshops, all levels of city staff, etc. Deliverables shall include: o SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis o Analysis of existing data (including data from the Community Survey, Community Summit, Culture Survey, Engagement Survey, partner organizations and other citywide plans) o Create and administer surveys if needed o Presentation to City Council Vision, Mission, and Values Statement Assistance in reviewing and evaluating the current City’s Vision, Mission, and Values Deliverables shall include: o Proposed revisions to City’s Vision, Mission, and Values statement o Community engagement in person and virtual options including surveys, town halls, focus groups, workshops, etc. o Staff engagement at all levels of the organization o Presentation to City Council Strategic Goals & Objectives Assistance in developing strategic goals and objectives Deliverables shall include: o Strategic Goals that are broad, long-term aspirations that guide the City’s direction o Objectives that are Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) - these shall include both short- and long-term objectives for each goal o Presentation to City Council Action Plans Assistance in developing a detailed roadmap for us to achieve our goals, with attention paid to what resource allocation is necessary Deliverables shall include: o An action plan including community engagement that outlines specific steps, timelines, and resources needed to achieve the objectives o Assistance with the development of performance tracking using key performance indicators (KPIs) Implementation & Monitoring Development and presentation of the Strategic Plan Deliverables shall include: o A Strategic Plan with the opportunity for multiple drafts as needed o A communication plan to keep the Council, community, and staff informed o Recommendations on routine reporting, including frequency and format o Presentation to City Council at request by the City
