Specifications include, but are not limited to: City Utilities is soliciting proposals from qualified Solar PV providers to design, engineer, build, operate, and maintain the installation of a minimum of 150 MWAC of nameplate solar resources within the SPP footprint in both Summer and Winter seasons beginning in 2030. Transmission constraints from congestion and import/export limitations require this project to be connected to SPP’s transmission system, with a preference for connection to the east side of City Utilities’ transmission system. Congestion costs will be part of the evaluation. Bidders shall demonstrate experience designing, planning, scheduling, permitting, and constructing complete Solar PV Facilities (“Facilities”), have knowledge of local utilities, and provide Facility financial analysis, system monitoring and maintenance. Renewable energy products of the Facility shall include energy, capacity, renewable attributes (including RECs), and ancillary services (if available.)
