Specific Requirements: 2.1.1 The selected vendor shall provide a turnkey service including (but not limited to): 2.1.1.1 Service Design: Data informed routes, stop count and locations, frequency/headways, service span, and end day adjustments. 2.1.1.2 Operations: Vehicles, drivers, dispatch, supervision, maintenance, fueling/changing, storage, road calls, and replacement/spare ratio. 2.1.1.3 Accessibility: Full ADA compliance (vehicles, boarding, policies, and training). 2.1.1.4 Technology: Journey Planning System; real-time information; GTFS/GTFS RT feeds; CAD/AVL; communications (or equivalent) 2.1.1.5 Customer Experience: Branding, signage, wayfinding, announcements, complaint resolution, lost & found, and multilingual basics. 2.1.1.6 Safety & Security: Driver vetting, training, incident response, and safety management system 2.1.1.7 Permitting & Coordination: Right-of-way use, stop siting, special event access, and coordination with municipalities and facilities. 2.1.1.8 Data & Reporting: Ridership, on time performance, dwell times, safety incidents, and summary analytics.
