The Department of Health and Senior Services requires a contract to provide School Vaping Training, Education, Assistance, Mentorship and Support (TEAMS) Program. The National Association of Chronic Disease Directors (NACDD) qualifies as a single feasible source as they have the exclusive ability to use the CDC’s Whole School, Whole Community, Whole Child framework to develop, implement, and evaluate collaborative public health programs. In addition, NACDD is the only entity with the required subject matter expertise in tobacco prevention, control, and school health, experience working with both state and local health departments and Missouri schools, and the capability to manage all administrative and evaluation aspects of the school vaping teams program.
