The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price to obtain a full supply of Propylene Glycol to support the COOP program and ASOS program for the winter season’s maintenance needs. This requisition will replenish warehouse stock needed to support orders through FY23.
The Government intends to make an award to the responsive responsible quoter providing the best value to the Government, considering both price and non-price factors, see 1352.213-70 Evaluation Using Sap in the solicitation.

The UPC Barcode Labels shall be applied to each bottle as well as the outer package.
The instructions in Section 5.3.1(Specs for Packaged Units of Propylene-Glycol), failed to mention 'Appendix A' of that same packaging instructions document.
However, starting on Page 14, it states 'in addition to standard marking labels, special marking shall be added' to the containers (bottles of 1-quart propylene glycol).
