Specifications include, but are not limited to: The provision of private provider(s) to deploy, operate, and maintain a broadband internet network for the City of Columbia, Missouri. The contract must provide 100/20 service at a minimum to underserved areas within the City along with a symetrical 1 gigabyte service. • The contractor shall make available broadband services defined as 100 Mbps download/20 Mbps upload to as many premises in the City as possible. At a minimum the service shall be focused in the three strategic plan priority areas: Central, North and East neiborhoods (Attachment 1) • If the contractor is providing service in some other areas of the City, the contractor shall provide the same pricing and service tiers for data service (up to 100 Mbps download, 10 Mbps upload) over the assests in the newly served areas, as in the currently served areas of the City. Parity must be achieved in all of the City with the exception of a discounted service which only applies to the area identified in this request. • Contractor shall commit to offer data services that do not place limitations, quotas, throttling or caps on the user’s total upload and download data capacity on a monthly basis. • The service provided by the contractor must be expandible to other areas in the future and must be suitable for increased download and upload speeds. • The City plans on assisting with funding for the cost of the backbone for the broadband services and provide funding for hook up to each home/business that wish to receive the service. • All aspects of the service, facilities and appurtenances shall be the responsibility of the contractor and shall be owned by the contractor.
