While there is no one-size-fits-all approach to strategic planning, the City is seeking a contractor that shall assist in our efforts in the following ways at a minimum: Data Gathering Contractor shall work with lead department staff to gather all necessary information for the plan creation including compiling existing data and coordinating surveys and interviews with City staff and Commissioners. Deliverables shall include: SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis Analysis of existing data Survey results Strategic Goals & Objectives Contractor shall lead multiple meetings with city staff to develop department priorities, strategic objectives and actions steps. Deliverables shall include: Four to five strategic objectives for the department Performance measures and goals that align with each objective Detailed action steps to meet objectives and achieve performance measures Identification of roadblocks and solutions to overcome obstacles
