In an effort to alert the public to emergency situations including, but not limited to hazardous weather, St. Charles County Government has tasked the Emergency Management Agency to purchase and construct Outdoor Warning Devices to be placed in areas of concentrated population. An ongoing project, to date, the County owns 72 electronic Outdoor Warning Devices (OWDs) in the Whelen WPS-2910 series. These Installation Specifications have been prepared from previous experience in maintaining these seventy-two OWDs and differ from factory specifications in that they have been modified to allow ease of service and access without mechanical adjuncts, as well as additional grounding and methods of securing cable have been defined to prevent damage during construction. On occasion, it becomes necessary to replace failed drivers in the speaker array. One component of this bid includes the cost for turnkey replacement of previously installed drivers. St. Charles County is a dynamically changing environment and it occasionally becomes necessary to take an existing OWD, uproot it and relocate it to another location to make way for new construction. One component of this bid includes the cost for turnkey relocation, including the reestablishment of power supply, if the OWD is not solar powered. The cost of moving a county-owned OWD may be paid by a third party.
