DOH asks that applications take into consideration the communities most at risk and/or impacted when applying. Respondent in their Project application must: (1) list the proposed address(es) of the warming center(s) the Respondent(s) will provide and operate within the Tornado Recovery Zone or within close proximity of the Tornado Recovery Zone (including providing the distance from the Tornado Recovery Zone if not in the Tornado Recovery Zone, Metro bus and/or light rail lines serving the address, and what transportation arrangements will be made for transportation to and from the address to Tornado Survivor homes). The project must be implemented within the City of St. Louis, serve residents within the Tornado Recovery Zone in the City of St. Louis, and ideally be located within the Tornado Recovery Zone (see Diagram 1 in VI. Scope of Services); (2) clearly demonstrate how the project will fulfill the scope of work priorities, described in the Scope of Services set forth below: (3) demonstrate how the Respondent has legal control (e.g. deed or lease) over one (1) to four (4) hygienic, warm, secure, properly zoned, ADA accessible, code compliant, with space and comfortable occupancy capacity for daytime (7 a.m. to 5 p.m.) warming centers for 50-100 (each site, total of up to 400) unhoused persons (permanently displaced residents currently living in shelters, hotels or relative’s homes; residents in partially damaged homes with compromised roofs, walls and/or utilities; and residents living in tents or temporary setups on their property) and their pets; (3) provide a staffing plan for a team of four (4) paid persons (1 site coordinator, 2 support staff/monitors, and 1 security staff) for each warming center with the coordinator serving as lead and having at least two (2) years of experience in successfully operating facilities and delivering trauma-informed services of the nature identified in this NOFA. It is encouraged that other additional members of the team in addition to the four (4) paid staff can be volunteers, trained to provide the trauma-informed services of the nature identified in this NOFA. Volunteers may receive stipends or other forms of incentive. (4) provide written operations for how Respondent will assure that one (1) to four (4) warming center(s) they plan to operate: ● is/are under Respondent’s legal control (e.g. deed or lease); ● is/are hygienic (including contracts for cleaning); ● is/are warm (maintaining temperature of 68 to 72 degrees Fahrenheit)(including results of positive inspections of hvac (heating, ventilation, air conditioning) system and no outstanding electric or gas bills), as well as backup electrical power generator and fuel, and contract for emergency hvac system repair; ● is/are safe and secure (contract or other arrangements with paid security, reimbursed through any contract resulting from this application; plans for snow and ice removal on the premises and on adjacent sidewalks; and all hazards (natural and man-made disasters) emergency plans, including back up electrical power generation, for disasters and for evacuation); ● is/are properly zoned commercial for lodging; ● is/are ADA accessible (noting building modifications that have been done to make it accessible); ● is/are code compliant (has had and passed an occupancy inspection); ● contain(s) space and comfortable occupancy capacity for daytime (7 a.m. to 5 p.m.) warming centers for 50-100 (each site, total of up to 400) unhoused persons (permanently displaced residents currently living in shelters, hotels or relative’s homes; residents in partially damaged homes with compromised roofs, walls and/or utilities; and residents living in tents or temporary setups on their property) and their pets (including off-site arrangements if on-site are not conducive); ● has/have a process of intake to capture names, addresses, race, age, and gender; ● is/are connected with, and use(s), the Homeless Information Management System (HMIS) and the Continuum of Care (COC); may also decide to be part of the St. Louis System of Care; ● has/have availability of services, including one functioning toilet for every 20 persons, or fraction thereof; potable water; chairs and tables and places to rest for each guest; charging station for mobile phones and for devices like laptops and tablets for every 10 persons, or fraction thereof; wifi access; light snacks and drinks; information/resource navigation and accessible transportation support to get between home and the warming center, as well as between the Tornado Recovery Zone daytime warming center and nighttime shelters; ● has/have policies that commit to drug-free, smoke free, alcohol-free and weapon-free premises, but staffing plan and program operations design shall be appropriately tailored to minimize barriers to utilization of warming centers by unhoused constituents with substance use disorders, so long as they don’t pose a hazard to themselves or others in the warming center; and ● has/have policies and procedures outlining under what circumstances guest entry or remaining as a guest would be denied; and (5) list what equipment is/will be available to accommodate up to 100 guests per site.
