1. Discovery & Gap Analysis The agency will provide all currently written directives (policies and procedures), forms, evaluations, etc. to the vendor for evaluation. The vendor will have at its option to provide a gap evaluation of the currently written directive, or if written directive is unusable, antiquated, incompatible with other sections of the vendor’s policies, etc. to discard the written directive and provide their alternative. It may be discovered during this process that the entire current written directive owned by the Neosho Police Department is obsolete, in which case the vendor may develop in whole a set of new written directives for the Neosho Police Department.
