The contractor shall provide and administer services in accordance with the provisions and requirements herein to support reentry services for higher risk individuals in the St. Louis Metro Area for the Department of Corrections (hereinafter referred to as the state agency) via preventative programming capable of improving critical outcomes that in turn reduce recidivism and generate long-term public value. The contractor must deliver services under a contingent payment structure that does not provide payment until the predefined outcomes that are included in the Outcome Rate Card are validated, as required herein. The contractor must contribute a $1,000,000 match from private (non-State and non-Federal) funds. The match may be in-kind. The contractor shall perform all services to the sole satisfaction of the state agency. The contractor shall either provide the services directly or shall provide a person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor. Contractor’s Obligation: Unless otherwise specified herein, the contractor shall furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein. Upon approval of the state agency and contingent on fund availability, the contractor may use up to 15% of the awarded amount to support expansion of services including those for materials, labor, equipment, and supplies.
