Specifications include, but are not limited to: St. Louis Community College (hereinafter referred to as “College”) is soliciting bids for the purchase of a learning management system that includes training in topics including Title IX, FERPA, employee development, leadership, business skills, occupational health, workplace safety, environmental compliance, DEI (Diversity, Equity & Inclusion), and soft skills training. Requirements The safety training and compliance solution will be used by the College to deliver automated training for safety and compliance through a host format. The college is seeking a safety training and compliance solution service to: Adapt to current compliance standards Provide skills and knowledge for a safer workplace Ensure employees understand all laws, regulations, and internal policies that govern the college Reduce the risk of non-compliance Provide skills and knowledge for employee development of business and leadership skills Promote inclusiveness Create a robust audit trail Solutions to the following topics should be addressed: System Features and Functionality Implementation Installation Data Storage Security Reporting Maintenance and Support Accessibility Custom SCORM Content Pre/Post Assessments Learning Paths User Certificate/Badge Tracking Mobile Capabilities General Technical Requirements The following requirements are to be met by all submitted proposals User interfaces to the proposed solution shall be available, adaptive, and responsive across multiple devices, on multiple OS platforms, using multiple browsers and screen sizes, as applicable. Single Sign-on ability and the ability to integrate with the College’s Ellucian Banner ERP system. Proposed solutions shall be compliant with the most current Web Content Accessibility Guidelines. Proposed solutions shall be significantly hosted and managed by the vendor to minimize the College’s physical technology footprint and maintenance requirements. Proposed solutions shall be available for implementation at the time the proposal is made; any requirements or features that are available only in a future release must be noted and must be part of a publicly committed delivery schedule within 12 months or the requirement will not be 'met' by the proposal. Proposed solutions shall utilize versions of operating systems, databases, web services technologies, middle-tier software, component software, and protocols that are 'industry-current' and whose vendor support for the initially deployed version will be in effect throughout the end of the initial contract period. Proposed solution shall have the ability to download all logs, audit trails, course completion, and employee data. The College owns all data associated with the system and reserves the right to maintain copies of the data for record retention requirements Any proposed component varying from the technical requirements below must be accompanied by a clear technical reason for the variance.
