Specifications include, but are not limited to: A. Comprehensive Service Analysis Update. The KCATA’s last Comprehensive Service Analysis (CSA) was completed in July of 2011. The Authority is past due for an update of this document. This work shall accomplish the following tasks. 1. Defining KCATA Services. As it stands, KCATA services are defined as Key Corridor, Urban Local, Suburban Local, Commuter, and Lifeline. The team awarded this RFP work will re-evaluate and update these service classifications to match how the KCATA is performing public transit in 2024. 2. Service Design Guidelines. The successful project team will evaluate current service design principles and update KCATA’s design principles to match future goals. This includes stop spacing, service coordination, route alignment and other design principles as suggested by the expertise provided by the Proposer. 3. Service Level Guidelines. As of 2024, public transportation as operated by the KCATA has drastically changed. The project team will develop/update service level guidelines to match the priorities of the KCATA and their contractual partners. This includes minimum service spans, vehicle loading, minimum service frequencies, and other factors related to updated design principles shown in Section 2.4.A. 4. Productivity Measurements. Finally, the awarded project team will establish thresholds in which to measure KCATA services to determine what classification a service falls in, therefore determining route performance thresholds. 5. Route Evaluations. Finally, each route would be evaluated based on previous tasks and placed into correct classification. B. Bus Stop Guideline Updates. The KCATA’s Bus Stop Guidelines were last updated in July of 2015. Since then, the landscape of public transportation in the Kansas City region has drastically changed. The KCATA requires a full update to our guidelines that matches current service levels, land use, and funding capabilities of both the KCATA and community contractual partners.
