eneral Requirements: The contractor shall provide jersey tubing and rib knit fabric for the state agency in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. Contractor’s Obligation: Unless otherwise specified herein, the contractor shall furnish all jersey tubing and rib knit fabric, labor, facilities, equipment, and supplies necessary to supply the jersey tubing and rib knit fabric required herein. QVL Utilization and Requirements: In order to mitigate the state agency’s risk of inadequate supply of jersey tubing and rib knit fabric, the awarded contractors shall serve as the primary market supply channel for the state agency for jersey tubing and rib knit fabric in accordance with the provisions and requirements stated herein. The State of Missouri shall establish a QVL for the categories stated herein. Once established, such QVL will identify the contractors that may participate in responding to the quoting process stated herein. Price quotes shall be developed by the state agency to secure jersey tubing and rib knit fabric (see section 2.3 and 2.4 for information describing the quoting process). The state agency requesting price quotes for a particular line item shall notify ALL of the contractors for the particular line item and request submittal of a competitive price quote response in accordance with the provisions herein. All terms and conditions of the contract shall apply to all price quote requests. Determination of price quote specifications for each price quote request shall be made by the state agency. If the contractor is later able to source other line items from the RFP that the contractor did not originally propose, the contractor may request to be added to a line item or line items by submitting a written request to the state agency. If the request is approved by the state agency and the Division of Purchasing, a formal contract amendment will be issued by the Division of Purchasing in order to authorize the contractor to quote and supply additional line item(s) in addition to those originally accepted at time of contract award. Likewise, as the contractor determines that the contractor’s ability to source a line item(s) the contractor originally proposed has significantly decreased, the contractor may request to be removed from that line item(s) by submitting a written request to the state agency. If the request is approved by the state agency and the Division of Purchasing, a formal contract amendment will be issued by the Division of Purchasing in order to remove the contractor’s ability to source the product from such line item(s).
