Specifications include, but are not limited to: The purpose of this Request for Proposals (RFP) is to solicit proposals from qualifiedconsultants for the preparation of a Housing Needs Assessment and Market Analysis forthe City of Asheville and the Asheville Regional Housing Consortium, covering the four-county area: Buncombe, Henderson, Madison and Transylvania Counties The final report will include: 1. An Executive Summary, providing a general description of the housing market for the consortium area, identifying key economic and demographic factors, major differences within the area, and other issues necessary to understand market conditions, including where appropriate comparisons with national and state conditions. 2. For each of the four counties in the Consortium: a. A description of existing housing inventory: type, tenure, condition, sales and rental activity, prices or rent levels, and, for housing that has received public assistance, subsidy type; including trends over time (at least comparing 2000 census data with most recently available projections available to the consultant) b. Housing production activity, by tenure and price or rent level, including trends over time. c. Inventories and significant activities of the public housing agencies; a summary of the current five-year plan(s). d. Projections of future demand for housing, through at least 2020. e. A description of the extent to which the market serves people at different income levels and significant minority and special needs groups, including the elderly and people with mental and physical disabilities. f. An analysis of the gaps between projected supply and demand, concentrating on low-income and special needs groups, and identifying the type, tenure, price/rent levels and location of significant gaps.
