A.1. Contractor shall furnish and certify three (3) geomembrane-solidifier oil containment systems to serve as secondary oil containment for three new transformers that are to be supplied and installed by others. The oil containment systems shall allow the unimpeded flow of water during rainfall or snow melt events, but become an impervious barrier in the event of an oil release. The oil containment systems shall provide secondary containment as required by 40 CFR 112.7 (C) SPCC. The containment systems shall be applicable for oil-filled, station class power transformers without the use of concrete walls, sump pumps, and/or oil-water separator systems. A.2. The containment systems shall incorporate a geomembrane liner to create an impervious floor and perimeter walls with oil filtration panels to allow the evacuation of water while capturing trace amounts of hydrocarbons and complete stoppage of hydrocarbons in the event of a release within the containment system. A.3. Contractor’s work shall at a minimum include the following: A.3.1. Supplying all equipment and materials necessary for three complete geomembrane-solidifier oil containment systems in accordance with the requirements of this specification. A.3.2. Provide trained and certified representative(s) to provide guidance and training on the proper installation techniques of the containment system components to ensure leakproof containment systems. A.3.3. Gather all documentation required while on-site and provide an installation report upon completion. A.3.4. Provide City with a certificate of insurance for each containment system installed for product liability and pollution insurance guaranteeing the containment system shall not leak oil.
