Specifications include, but are not limited to: City Utilities of Springfield, Missouri(CU) has prepared this Request for Proposal (RFP)for the purpose of obtaining Proposals for operation of Fellows Lake Marina after the current lease expires in December 2019. The intent is to identify a private, public, or non-profit entity or combination thereof(Responder) with the capabilities, strengths, and knowledge to operate the marina in a manner that is mutually beneficial to City Utilities and the Responder. Once identified, City Utilities may choose to conduct appropriate reviews and due diligence, seek additional information, and/or enter negotiations for a Lease to operate the marina with none, one, or more Responders. The objectives of the requested services include the lease and operation of the Fellows Lake Marina. Successful Responder will sign a lease and pay agreed upon rent and fees. The proposed term of the lease is 5-years with the option to be extended year to year thereafter. A copy of a Sample Lease Agreement is attached. Responder may include proposed changes or revisions to the lease for consideration by CU in its response to this RFP. A summary of the lease is as follows: Lessee shall register all boats using Fellows Lake by determining if it is in compliance with City Utilities regulations, collecting a registration fee, and issuing a registration sticker. Lessee shall also rent boat slips in the dock. These activities are considered essential to the operation of the marina and non-negotiable. Average boat permits sold per year is approximately 1600. City Utilities does not guarantee the number of yearly permit sales. City Utilities will furnish the boat permit stickers.
