2.1 General Requirements: 2.1.1 The contractor shall provide plant care services for the Department of the Office of Administration, Division of Facilities Management, Design and Construction in accordance with the provisions and requirements stated herein and to the sole satisfaction of the department. 2.1.2 The contractor shall either provide the services directly or shall provide person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor. 2.1.3 The contractor and their personnel must always take precaution for the protection of persons and property. 2.1.4 Unless otherwise specified herein, the contractor must furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein. 2.2 Contractor Qualifications: 2.2.1 The contractor must have at least five (5) years’ consecutive years of successful experience in providing plant care services similar to the scope of work, as described herein. a. The contractor must provide multiple skilled, experienced Indoor Plant Care Technicians to perform the service required herein. The contractor shall understand that any of the contractor’s personnel performing service pursuant to the contract shall be subject to the approval of the state agency. 2.2.2 The contractor must designate an on-site supervisor who must serve as the contractor’s contact and must be the liaison between the contractor and the state agency. a. The contractor’s designated on-site supervisor must reside within 45 miles of the Harry S. Truman State Office Building. b. The contractor must provide the state agency with the name, address, email address, and telephone number of the contractor's on-site supervisor by completing Exhibit L, Proposed Contractor’s On-Site Supervisor. c. The contractor’s on-site supervisor must (1) oversee all services being provided, (2) assume responsibility and liability for services performed per the contract, and (3) serve as the primary point of contact with the state agency.
