Missouri Hospital Association (MHA) is the only single feasible source from which to acquire emergency preparedness and response system management services since MHA is the only federally recognized state hospital association in Missouri and is the only organization that represents all licensed hospitals, military, and rehabilitation facilities in the state. Additionally, MHA is solely qualified to carry out the purpose of the Hospital Preparedness Program’s (HPP) important emergency preparedness and response activities, because MHA is the only organization associated with all the state’s hospitals. Therefore, MHA is the only organization that can assure the implementation of each hospital’s emergency/disaster plan is incorporated into regional healthcare coalition plans and the state plan.
