The successful bidder shall provide: • Printing of the Notification of Election with Sample Ballots on forms provided by the vendor seeking the bid. Amount can range from 200 – 300,000 with 260,000 being the most common amount. • Sample ballots vary by address. An average election has 90 to 120 different ballot styles. • St. Charles County Election Authority will provide an electronic file containing household addresses, election notification information and sample ballots. (Color of form to be determined by the Election Authority.) • Files will be sent to the successful bidder by the Election Authority’s office approximately 4 weeks before an election via FTP, drop box or email. • The successful bidder will submit, before the scheduled mailing of the forms, a proof of the final version of the Election Notification with Sample Ballot form for approval. Approval will be emailed by the authorized representative of the Election Authority. • A sample of the proposed card stock / heavyweight paper will be submitted with the proposal with card enclosed. Size and weight will vary depending on ballot length. Any mailings must be heavy enough paper weight to be efficiently processed by USPS. • The postal forms shall be delivered to St. Louis Post Office at 1720 Market Street, St. Louis, MO 63155. • The total amount of postage required will be reported to the Election Authority at least 48 hours before cards are delivered to the post office. • The price will contain all charges for processing, printing, and mailing, including the cost of card stock / heavy weight paper printed in 1 color (just black). The pricing will NOT include postage. Postage will be stamped with Election Authority permit # and non-profit status. • “Official Election Mail” logo will be on front of mailing and “No Return Service” will also be included for this mailing. • Examples of types of mailing variant include: • FLAT CARD MAILER - 2 panels Postcard for smaller elections (8.5 x 11 to 8.5 x 14 ballot sizes)– 4.5 x11 • FOLDED CARD MAILER – 4 panels Postcard for larger ballots and 2 sided ballots – 11 x 9 flat – folded to 11 x 4.5 • FOLDED CARD MAILER – 6 panels Postcard for longer 2 sided ballots that need more space and additional information we may want to send to voters 12 x 13.5. flat, 8 x 4.5 • PRIMARY CARD MAILER 12 x 18 flat – 8 x 4.5 folded – all 4 ballots that the voter could access for a primary election.
