The Department of Social Services requires a contract to provide Educational Training Vouchers (ETV) and Tuition Waiver Program Services, specified under the Consolidated Appropriations Act, 2022, P.L. 116-260. The ETV and Tuition Waiver Program Services provide economic and personal support for eligible youth to attend and complete post-secondary training and education programs. In addition, the ETV program provides a continuum of services that assist youth to become educated, trained, and ready to enter the workforce. Foster Success is the only vendor that can provide ETV services for the State of Missouri. Foster Success has established connections with colleges and universities throughout the United States to verify funding and allowances provided by ETV funding and other grant sources. Foster Success is the only vendor that can provide verification of other federal grants, including Pell grants, Federal Supplemental Educational Opportunity Grants, and Federal work-study programs, provided to ETV students within Foster Success’ internal system to determine ETV funding allowances. Foster Success administers the ETV program internally without state assistance and provides ongoing support to help students complete the application process requirements for foster children or children in the care of DSS to succeed in their educational endeavors. Foster Success is the only organization that can administer or issue ETV vouchers internally without additional state assistance. According to RSMo 34.044, a single feasible source can be utilized when the product/service requirement is proprietary and only available from a single provider. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
