Specifications include, but are not limited to: 1.2.1 The state is seeking a vendor to provide implementation and related services to replace its legacy statewide administrative systems, including Budget Development (Budget), Financial Management (Finance), Procurement, Human Resources (HR), and Payroll functionality pursuant to the requirements identified herein. Additionally, the state is seeking to modernize the underlying technical infrastructure supporting those systems. The state has selected an Oracle SaaS ERP solution, Oracle Cloud, as described in this RFP and intends to leverage the best practices inherent in the software while minimizing the number of workarounds required to address gaps in functionality. This cloud-based solution is expected to significantly reduce the state’s administrative burden associated with software fixes and upgrades, hardware refresh cycles, backups, disaster recovery and technical staffing requirements. 1.2.2 The Oracle Cloud ERP solution will be implemented for all Executive, Judicial, and Legislative agencies of the State of Missouri. The specific scope for each agency will be confirmed during the Planning Phases.
