Specifications include, but are not limited to: 2.2.1 The contractor shall engage all state agencies to conduct a thorough needs assessment and business process assessment. The contractor shall obtain a list of desired features/attributes for the new ERP system from each of the state agencies. The contractor should facilitate the entire project with a process improvement model such as Lean, Six Sigma or similar processes. 2.2.2 The contractor shall gain an understanding of the current ERP system structure, critical business services, and needs of the state. 2.2.3 The contractor shall analyze existing interfaces, excluding chart of account code analysis, to identify software needs. 2.2.4 The contractor shall research best of breed functionality for consideration for requirement inclusion. The contractor shall provide a presentation and subject matter expert discussion of the major government ERP system providers, including their system capabilities and market position/penetration in the government sector. 2.2.5 The contractor shall research the contractual and licensing differences between the major government ERP system providers, and provide a presentation and subject matter expert discussion about the differences. The vendor shall focus their research and presentation on the software-as-a-service (SaaS) and contractor managed models, but may provide recommendations regarding other models available in the market that the contractor considers viable based on the research conducted. 2.3.1 The contractor shall develop RFP requirements for a fully integrated ERP system that is fully compliant with governmental accounting and financial reporting standards as published by the Governmental Accounting Standards Board. The contractor must address the ERP system's requirements regarding security controls related to the confidentiality, integrity, and availability of data as well as state policy or, in the absence of a specific state policy, in accordance with industry security best practice standards, such as those issued by the National Institute of Standards and Technology (NIST) and Control Objectives for Information and Related Technologies (COBIT). The contractor must address requirements necessary to ensure the ERP system is compliant with the Family Educational Rights and Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA), Payment Card Industry (PCI) specifications, and all other applicable state, local and federal laws and regulations. The contractor shall ensure RFP requirements protect the state's data in transit and at rest. 2.3.2 The contractor shall develop RFP requirements for the ERP system and all related ERP implementation services including, but not limited to, implementation, testing, and training, and ongoing support services including maintenance. The contractor should provide the information in Microsoft Word or Excel.
