i. Program Design - PPDR The contractor shall work with the City during the initial phase of engagement to design a PPDR program based on the current debris removal model. Specific activities include: ● Completing a visual assessment of property conditions and analysis of available data to determine the number of parcels in need of site assessments; ● Identifying types of property cleanup needs; ● Documenting available programs with funding sources and eligibility conditions; ● Developing a Parcel Eligibility checklist; ● Creating program guidelines and process maps; ● Facilitating meetings with relevant departments and partners to inform program design and implementation. ii. Program Design - Debris Removal The Contractor shall work with the City through the duration of the contract to support the design of a debris removal and demolition program. Specific activities include: ● Identifying all local, state, and federal permits and approvals related to debris removal and demolition operations; ● Supporting the City in strategy development and funding source analysis; ● Creating program guidelines and process maps; ● Assisting the City with the development of contract specifications for debris removal, demolition, hauling, disposal, and monitoring. iii. Technical Assistance The Contractor will provide ongoing technical assistance and subject matter expertise. Specific activities include: ● Reviewing plans and policies; ● Assistance with the development of a formal Debris Management Plan; ● Participating in debris task force meetings with State and Federal agencies; ● Participating in cross-departmental City debris removal meetings...
