● Provide monitors at point of debris load and disposal: The Monitor observes and documents all operations of debris removal and disposal through the entirety of the process, providing enough monitors for as many simultaneous crews the DRC has running as necessary. This may require a scaling up or down of monitors on a regular basis as the workload changes. ● Operations Team Coordination: The Monitor serves as part of the operations team on the ground with the DRC and environmental engineering firm and together ensures compliance with safety protocols and FEMA eligibility standards. ● Systematic sector completion and prohibition of skipping or cherry-picking: The Monitor enforces compliance by observing operations, documenting skipped areas, and reporting any violations. ● Equipment, fuel, and maintenance: The Monitor observes DRC equipment usage, identifies unsafe or malfunctioning equipment, and reports issues for corrective action. ● ROW and property cleanliness standards: Public ROWs must be left visibly clean, safe, and free of debris larger than a baseball. Private properties must be cleared of eligible disaster-generated debris as identified during assessment. The Monitor verifies that both ROW and private property standards are met, documenting removal completeness and safety compliance. ● Crew mobilization and work hours compliance: The Monitor tracks DRC mobilization timing, observes adherence to work schedules, and reports any deviations. ● Safety and PPE compliance: All debris removal crews must be properly supervised and equipped with required personal protective equipment. The Monitor ensures crews follow safety protocols, observes PPE usage, and documents any safety issues for both public and private operations. ● Routing, property access, and response to service requests: The DRC implements scheduled routes, completes systematic coverage of all public areas, and safely accesses approved private properties. The Monitor verifies route and property coverage, monitors response to service requests, and documents adherence to City-approved plans. ● Debris removal execution for private properties: Eligible debris is removed by the DRC, transported to staging, reduction, or disposal sites. The Monitor observes removal operations, ensures proper separation of debris types, maintains accurate volume tracking, and supports FEMA Public Assistance
