A. Site Assessment and Analysis 1. Conduct a thorough evaluation of the existing site conditions including topography, vegetation, infrastructure, and environmental considerations. 2. Identify opportunities and constraints that may influence phased development. B. Phased Implementation Plan Development 1. Develop a phased plan for the park’s development that addresses site preparation, utility coordination and alignment, stormwater management improvements, bioretention system installation and the design of a park perimeter buffer. 2. Establish clear priorities and sequencing for each phase. 3. Provide preliminary cost estimates for each phase to assist with future budgeting. C. Site Preparation Plan 1. Outline preliminary grading, clearing, demolition, and erosion control measures. 2. Identify strategies to minimize disruption to the surrounding neighbors during implementation. D. Utility Coordination 1. Identify existing utility infrastructure and coordinate with applicable utility providers to determine necessary upgrades, relocations, or extensions. 2. Ensure utility alignment is compatible with planned park improvements.
