Specifications include, but are not limited to: Merative is the only feasible source from which to acquire the services and support for the Curam Social Program Management software since the software comprises the core framework of the Missouri Eligibility Determination and Enrollment System (MEDES) which is the Department of Social Services public assistance case management application. The software was initially purchased from IBM in 2013. MEDES is built on the Curam Social Program Management software and there is no alternative software that can be deployed to replace it without starting over with development and decommissioning the existing system. The Curam Social Program Management software contains over twenty (20) modules for various functions including case management, life events, income support, evidence and verification support. Merative is the sole owner of the Curam Social Program Management software. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo. 34.044, and the State is pursuing this acquisition as a Single Feasible Source.
