This document constitutes a request for competitive, sealed proposals for the development of a Qualified Vendors List (QVL) for the provision of cost reports or time study methodology project development services as set forth herein for Department of Social Services and the Department of Health and Senior Services (hereinafter referred to as “state agency”) to include any of the following services: Identification of cost report or time study methodologies that exist that would enhance current cost report or time study practices; Development and assistance implementing changes to current cost report or time study practices; Identification of potential changes to federal statutes, regulations, and policies that will impact cost report or time study practices or that will maximize federal reimbursement; and Development and assistance implementing cost report or time studies for new projects
