Specifications include, but are not limited to: The Consultant selected through this RFP process will assist LCRA and SLDC staff with the collection, organization and presentation of market, demographic, and development data in a professional and high-impact format to attract high-income investors and Opportunity Zone funds to invest within the City’s designated Opportunity Zones. 1. Serve as Consultant to LCRA (to also benefit the City) and assemble a team of professionals in the areas required to provide the necessary services. Consultant, and its team, will be responsible for one or more of the following tasks: a) Collect market, demographic, and development data about the City and the specific neighborhoods located within the City’s designated Opportunity Zones; b) Organize and analyze collected data to highlight development and business creation potential within the designated Opportunity Zones to potential investors; c) Present the collected data and analysis in a concise, professional, and visually compelling prospectus, to include: a. Narrative descriptions b. Photographs; c. Graphic design elements d. Graphs, tables, and infographics d) The prospectus should address the following items: a. Opportunity Zone program overview b. City of St. Louis Overview c. Description of City-defined Opportunity Zone “clusters” d. Highlight “anchor” projects and stakeholders within each cluster e. Highlight entrepreneurial opportunities and start-up infrastructure currently existing within the clusters e) The prospectus should be available for traditional and digital distribution in a variety of formats including print, email, presentation (Power Point), and available for inclusion on the City website.
