Specifications include, but are not limited to: MARC seeks consulting assistance for the development and design of a policy guidebook that will help encourage local governments to understand, adopt, and implement Complete Streets policies, with a stronger focus on providing guidance for Complete Streets implementation within constrained local budgets. The guidance should build on existing work, such as that of the National Complete Streets Coalition and Missouri Livable Streets. The guidebook should provide best practices for and case studies of local Complete Streets implementation with detailed guidance on each recommended implementation strategy. Where possible, examples should be drawn from similar regions across the country. The guidebook should detail and explain the full spectrum of potential activities related to implementing Complete Streets policies and projects, and it should use graphic visualizations, renderings, and/or photography extensively to assist in communicating conceptual alternatives.
