To ensure a comprehensive understanding of regional capabilities and past initiatives, the Council/STARRS will provide the Consultant with relevant documents including regional planning documents. The total materials provided for review will not exceed 1,000 pages. The Consultant is expected to complete this review prior to the project kick‐off meeting to support meaningful participation in the initial discussion. The Consultant will conduct an initial in‐person kickoff meeting with STARRS staff and designated stakeholders. At this meeting, the Consultant will present a detailed project work plan, including the proposed schedule of activities, milestones, deliverables, and objectives focused on both accidental and intentional hazardous chemical and biological threats. The Consultant must conduct regular conference calls with staff, typically every two weeks, with additional meetings as needed. All in‐person meetings within the project scope are to be held locally in the Region. STARRS staff will assist in identifying recommended meeting locations and points of contact. The Consultant is responsible for coordinating other meeting logistics with support from STARRS staff. The Consultant is responsible for preparing and submitting meeting materials at least five (5) business days prior to each meeting for STARRS review. Following each meeting, the Consultant will submit a summary report within ten (10) business days, including meeting minutes, key findings, attendee rosters, and action items. The Consultant will incorporate STARRS feedback into all draft documents prior to final submission. STARRS will provide any relevant background materials for review prior to the kickoff meeting. Any documents produced for this project, to include surveys and reports, must be submitted to STARRS for feedback and approval prior to dissemination.
