Evolv is the only feasible source from which to acquire the ongoing use of the Evolv weapons detection system units for entry checkpoints within the Capitol building to ensure the safety of the public. The Missouri Department of Public Safety entered into a lease agreement under their local procurement authority to acquire Evolv weapons detection system units for the Missouri State Capitol building, and the lease agreement is in effect until September 17, 2026. Additionally, the Office of Administration’s Facilities Management, Design & Construction entered into a pilot for Evolv weapons detection system units for other entry points within the Missouri State Capitol building. While the pilot program expires on June 30, 2025, a continued need to utilize the equipment exists. While the state is aware of other weapons detection systems in the market, it is imperative to have the same system in place throughout the facility to ensure proper detection using the system and allows each officer to make split second decisions when threats to the public’s safety are identified. Introducing a different system other than the Evolv system during the lease term would create an unacceptable level of risk to the safety of the public, legislators and staff within the Capitol. Additionally, the Evolv weapons detection system is the only system that identifies an area of concern and alerts by highlighting the location on the person with a red box feature. This feature assists officers in identifying the problem area and keeps traffic flow moving. Once the lease agreement is completed, the state will issue a competitive bid to address the state’s weapons detection needs. Please note: This is a Sole Source Notification.
