Amendment 0002 was issued on June 3, 2020 - extending the date answers will be provided to June 9, 2025 at 3:00 p.m. and the offer due date to June 16, 2025 at 3:00 p.m. CST.
Amendment 0001 was issued on May 20, 2025 to clarify the offer due date which is June 9, 2025 at 3:00 p.m. CST.
1. This is a request for a non-personal service blanket purchase agreement (BPA) to provide services at the Special Victims Capabilities Division, United States Army Military Police School. The Contractor will provide academic lecture pertaining to human trafficking for the purpose of sexual exploitation as a growing global, national, and military problem. Lectures will include discussions about the connection between pimps and gangs and cover common terms, tattoos, and practices used by those in the life. Several case studies should be presented showing a clear military nexus with traffickers, victims, and patrons of this crime. The Contractor should provide investigators with tips, tools, and resources to help identify victims and investigate these offenses.
The contractor should have at least ten (10) years actively working human trafficking investigations with an emphasis on sex trafficking. They must be familiar with federal and military legal dynamics and laws surrounding human trafficking. They must also have a working knowledge of victimology, victim services, law enforcement investigation practices, offender behavior and tactics of traffickers, and digital means of investigations. Additionally, they would have experience and in-depth knowledge on networking between law enforcement agencies, prosecutors, and victim services.
2. Dates of training will be agreed upon by the Government and Contractor and will occur eight times per year.
3. All lectures will be conducted on Fort Leonard Wood, MO. Contractors will provide all content and lecture from their own computer system. No access to U.S. Government systems is allowed. Contractor will be sponsored for access to Fort Leonard Wood, MO. No Common Access Card is needed.
4. Number of students attending each course will be approximately 36.
