The Department of Social Services desires to establish a single feasible source contract with Ipourlife, Inc. to assist at-risk or foster care youth ranging in ages from 16 to 24 years old with identifying and applying unique strengths to experience a successful, self-sufficient transition into adulthood. House Bill 11.252 requires the following: “For a 501(c)(3) non-profit corporation formed in 2010, and located in a city with more than one hundred sixty thousand but fewer than two hundred thousand inhabitants to assist at-risk or foster care youth ranging in ages from 16 to 24 years old through its positive youth development programs and by helping them identify and apply their unique strengths in order to experience a successful self-sufficient transition into adulthood.” Ipourlife, Inc., is the only entity that meets the requirements for a 501(c)(3) non-profit corporation formed in 2010, located in a city with more than one hundred sixty thousand but fewer than two hundred thousand inhabitants assisting at-risk or foster care youth ranging in ages from 16 to 24 years old through positive youth development programs. According to RSMo 34.044, a single feasible source can be utilized when the product/service requirement is proprietary and only available from a single provider. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
