Specifications include, but are not limited to: The contractor will provide all equipment, material, and staff to complete all tasks in a satisfactory and proper manner as determined by the City. 1. Provide sports officials or umpires for the following JC Parks’ leagues. The City reserves the right to add/change leagues at its discretion. Youth • Competitive Baseball (Spring/Summer & Fall) • Rec Baseball (Spring/Summer) • Competitive Softball (Spring/Summer & Fall) • Rec Softball (Spring/Summer) • Tee-Ball & Coach-Pitch (Summer) • Chiefs Flag Football (Fall) • Competitive Basketball (Summer) • Boys Competitive Basketball (Fall) • Boys Jr. NBA Basketball (Fall) • Girls Competitive Basketball (Winter) • Girls Jr. NBA Basketball (Winter) • High School Hoops (Winter); Adult • Slow-Pitch Softball (Spring, Summer, and Fall) • Men’s Basketball (Winter); 2. Hire, train, schedule, pay, and evaluate officials. 3. Provide two officials per game for all leagues except Tee-Ball/Coach-Pitch, and Adult Slow-Pitch Softball, which has one umpire per game. 4. Encourage each official to seek or maintain certification from local sanctioning organizations such as Mid-MO Umpires Association, Jefferson City Basketball Officials Association, Missouri State High School Activities Association (MSHSAA), and Amateur Softball Association (ASA). First Aid and CPR training is also preferred. 5. Establish or update each officials’ profile (contact information) and approval (for various sports and level of play) using software provided by JC Parks (TeamSideline). 6. After receiving the schedule for each league from JC Parks, assign and confirm officials for each game in a timely manner using TeamSideline. 7. Ensure all officials wear the following proper uniform and have the following equipment at the expense of each official: Baseball/Softball Umpires: • Umpire shirt (collared, blue or black preferred) • Umpire Pants/slacks. No sorts (except for adult softball), sweat pants, or jeans • Hat (plain blue or black preferred) • Face mask • Chest protector • Shin guards • Miscellaneous equipment: strike/ball/out indicator, plate brush, ball bag, timer, etc...
